However, due to many areas in the rural environment shall after successful acceptance management demonstration project, long-term operation mechanism is not sound, the standard of peasants’ knowledge is not enough, government regulation does not reach the designated position, leading to continuous improvement through the motions, a "face project", there is no real play to the cluster effect, to point with surface, the continuous treatment effect of radiation throughout the region.Based on this, this article in Guiyang county in Hunan province as an example, combining with the practice, through scientific analysis and in-depth study, in view of the previous phase of the rural environment shall regulation needs to sum up experience, analysis the comprehensive improvement of the rural environment shall present situation and existing problems, and put forward the corresponding countermeasures and Suggestions, in order to improve the quality of the rural environment, to promote socialist new rural construction, explore the new thinking, new model。Firstly, I collect and collate of domestic scholars research base on rural environmental issues, learning concepts contiguous rural environment comprehensive management, master the theoretical concepts related to national policies on rural environmental contiguous governance; then to conduct field research on 11 administrative villages of 4 townships in Guiyang, analyzes the problems of Guiyang County contiguous rural environment comprehensive management. Finally put forward to develop the rural environment shall punish the normalized scheme and suggestion.
