| The west region of Sichuan province has a long history of human civilization. From the Neolithicprimeval civilization to present day, this region has gone through three different civilized patterns------piscatorial, agriculture and industry .The change of each civilization was accompanied with material victory of human, but with greater injures of natural environment. So that at end of 20th century, the natural environment accumulated too much unconscionable results. Every kind of calamity happened frequently: bad-balanced precipitin, soil lapse, prolonged drought time, soil aggravation, life species decreased quickly, etc. These calamities were the vengeance which the Nature gave to human. Just these calamities make people think over how to reduce calamities and provide a stable environment for economic development, even make the environment bring us fortune again.When we carry out ecological recovery and construction, different regions show different difficulties. Under the situation of economic development, ecological construction seems like a barrier. The conception of sustainable development is singed highly in local, but the application is lack of confidence and courage. What reasons cause this contradiction? There are two reasons: one reason is lack of the value standard to evaluate material victory correctly. Ecological civilization is worthless in the eyes of mechanical world concept, which directly affects the making of policy and decision of execution. The other reason is lack of scientific analysis and scheme. There is not a definite sustainable development model. Economic development and ecological construction are put in same time and space historically. The connection between them is a certainty. The contradiction is also a certainty. The key is how to collaborate the relationship between them, increase the chance to promote each other and clear up contradiction between them.The ultimate purpose of this thesis is to find a collaborating system like this. This thesis firstly summarizes and inducts the ecological situation of present-day and historical development of this region, analyze the reasons which cause the deterioration of ecological environment of this region., present-day situation and history of devastation of huge area vegetation and also probe deeply the thinking source of this devastation.This thesis believes that human action is guided by human consciousness. So it emphatically assays the mechanical world concept of which causes development of civilization. It also assays and refutes three showing performances of mechanical world concept梕conomicism, egoism and scientificism . It builds up philosophical model based on ecological world concept during the criticism. We can meet the spring of ecological construction not until the ecological consciousness is improved gradually and the ecological world concept is really established.Ecological philosophy provides philosophical base for sustainable development theory. The balance and prosperity of ecological environment are the premise and guarantee realize sustainable development .The ecological construction of west region of Sichuan has a great significance to both the sustainable development of Sichuan and the whole country.How to achieve economic development and sustainable development of ecological environment in west region of Sichuan? This thesis suggests to build up development model from three sides: Firstly, to think over the sustainable development from the angel of ecology and economics. Surplus population is the underlying reason, which causes ecological crisis and underdeveloped economy. Ecological migrant or output of labors is unavoidable. It should become a emphasis to the government to do the work of output of labors better and develop the potentiality of employment economy.
