From the economic forecast, the West is the rich resources belt. From international communication, the West is one important place where many countries connect and it is becoming the hot land for international trade. From ecological environment, the West is the nature bar of Chinese ecology and weak ecological place. From the other side, the distance between the West and the East becomes larger and larger. This breaks the balance of the West-East development. Exploring the West is to reduce the distance of the West-East development.
