The civil development of industrial economic, which brings significantly wealthy material, makes unprecedented progress in living standard, and yet it leads uncompensated breakage for the environmental system, which supports human to live. For the above situation, the human realizes that the traditional mode of industrial development is unable to provide the living system among which economic, society and environment conduct the sustainable development. According to the demand of sustainable development, in the update society, Eco- Industry Parks come out as a kind of the modern industrial, which mainly aims at the produce mode of the "less input, less consume, more output ", and is based on circulated economic, and in piloted on consciousness.As we all know, the pollution of industry is the focus which is brought forth by the quickly development of industry. Eco-industry Parks can solve the problem that is to control the pollution from the origin. At the abroad, EIPs is researched perfectly on its theory and technology that have a multitude of cases; but in our country, EIPs just start which is relatively lack on its theory suitable to our situation and practices, which only have some experimental case.In the first sector, in the paper it is illuminated that EIPs are very important and necessary based on some defects of industry development. In the second chapter, the paper provides lots of the research and development about EIPs overseas, especially contains more elaborated cases, which supply some references for our country's progress. In the third chapter, it is formed that the theory sketch of EIPs in our country comprises seven aspects which is composed of the model and principal of EIPs, the theory of the natural-ecosystem, the clean production, the theory of ecology industry and re-economy, the theory of systemic engineer and management, etc. At the same time, EIPs are introduced from their originto their density, and some suggestion is brought forward, for industrial improvement by contractions industry-ecosystem with nature-ecosystem. In this paper, it is to state industry-ecosystem, re-economy and systemic engineer from their theory, method and implication, which are embodied LCA (life cycle assessment, short for LCA), the analyses of industrial, systemic control and so on.In the forth chapter, the practice of Zhangjia EIP is analyzed in Tonghua city based on the theory of EIPs from its energy, resource, the net of industrial systems and comprehensive benefit, etc. In the end, conclusion is drawn and the trend is given about the development of EIPs in out country.In all, the theory sketch of EIPs is a complicated and comprehensive problem. Though the theory is not complete in the paper, the paper plays an urged and guided role in the improvement of EIPs in out country.
