Study On Eco-transformation Of Chongqing Huaxi Industrial Park

Developing eco-industrial parks is an effective way to conserve resources and ease pressure on the environment, and transforming different types of industrial parks on the theory of industrial ecology is the main way to promote the development of circular economy. It is conducive to regional social, economic and environmental sustainable development through the eco-transformation of the existing industrial parks. At present, the design and construction of eco-industrial park has become a hot topic all over the world and the focus of regional construction. China also began the practice of eco-industrial at the beginning of the 21st century.This paper deeply discusses and studies the theme "transformation and research of eco-industrial park" from theory, methods and practice, and constitutes of 6 Chapters in total including literature review. This paper firstly summaries the development of industrial ecology research in and abroad, analyses the emergence and development of eco-industrial park as well as the research and practice of eco-industrial park at home and abroad, elaborates the theoretical basis of the development of eco-industrial park: the related theories of industrial ecology, recycling economy, industrial parks and ecological industrial park and ecological industry chain, and proposes the methods and routes of transformation of eco-industrial park in Chongqing. Learns from and references by the used of previous research methods, it reflects the overall situation of development of eco-industrial park from three indicators: level of the development from the park, the potential of development of the park and coordination of the development of the Park, establishes a set of integrated evaluation system of the situation of eco-industrial park that is of rigorous theory, of clear concept, systematically and scientifically, convenient and practical. It includes a complete theory, the model system and the scoring method, and gets the evaluation results of the situation of eco-industrial park through the empirical studies to Chongqing Huaxi Industrial Park. Through the evaluation results, as well as analysis of existing industrial chain, it transforms the ecological chain of the Huaxi Industrial Park based on the basic principles of eco-industrial chain theory, and constructs the network model of eco-industrial system and industrial chain of Chongqing Huaxi Industrial Park to form the network of recycling energy and materials, to establish the closed-circuit ecological chains between different aspects of production, and to achieve low emissions or even zero emissions of industrial waste through the use of waste resources. On this basis, the paper also brings forward a series of policy recommendations and regulatory response in favor of Chongqing Huaxi Industrial Park. It is of great theoretical significance and practical value for Huaxi Industrial Park even Chongqing Industrial Park to improve the strategies of development, to improve the developmental models, to improve management capacity of decision-making and to promote the coordinated development of the resources, the environment, economy and society.
