With the promotion of the west development, the contradiction between the human and the geological environment will be increasingly sharp-pointed, and all kinds of environmental geological problems will tend to more serious because of excessive demand of geological resources and unreasonable exploitation. As a result, it is very indispensable to carry out the evaluation and the forecast research of the environmental quality, think out a sustainable development countermeasure between the mankind and the geological environment.First, combining the achievements of the "new tectonic movement, geological hazards and regional stability" monographic study in Tianshui regional geology investigation project ( scale : 1:250,000). on the basis of fully collecting and using the predecessor's information, this paper studies the main environmental geological problems caused by internal power, external power and human's engineering movements in Tianshui region, as well as systematically discusses its growth characteristic ,produced mechanism ,seriousness , influential factor and the developing trend in future ,then supplies foundation of geological environmental protection with research region.Secondly, on the basis of natural geological condition in Tianshui (including material formation of rocks and soil, geology structure, power geological action), the main research content is about the main environmental geological problem and the environmental quality in Tianshui. This article builds up evaluation system about geological environmental quality by means of the through of systems theory and makes the present conditions about environmental quality in Tianshui region by using the fuzzy comprehensive evaluation and integral calculus. Contrasting research indicates that multi-levels fuzzy comprehension evaluation more accurately reflects the superior and inferior of geological environmental quality.Thirdly, utilizing neural network model and multi-levels fuzzy comprehension evaluation model makes the forecast evaluation. It is indicated that the interaction of all the evaluation factors are abundantly considered in the neural network model, which has self-study function and is beneficial for raising the precise through contrasting the study. A new thinking and method is offered about geological environmental quality forecast evaluation.Finally, on the basis of the forecast evaluation, the continual development counter-measures and its implementations are produced about three different areas: Qinling hillside field, loess plateau, valley plain.
