Nanjing is an important base of industry in China, and its industries are concentrated in chemical industry area. Because industry is main source of exhaust gas, it is necessary to give our attention to atmospheric environment of chemical industry area in Nanjing, and make plan for it, then we can improve or maintain existing quality of atmosphere environment in chemical industry area of Nanjing, and make it develop in phase and sustention in environment, economy, society etc. This paper have made investigation and appraisal to environmental quality actuality of chemical industry area, especially the investigation and appraisal for environmental quality actuality of atmosphere and polluting resource.In order to be representative, we select typical area in chemical industry area and look it as our research area. It includes all third functional area and part second functional area of atmospheric environment in Nanjing, and it includes a majority of polluting resource of chemical industry area. We adopt a method of total amountcontrol of air pollutant emission-A-P value method, which is quite simple andconvenient and propitious to administration, to calculate the total air pollutant emission allowed(such as SO2) of our research area. And it is able to control each point source's emission-calculating each point source's allowed emission.This paper uses Gauss air quality model to forecast and analyze thickness distribution of SO2 of our research area, which measure off two instances, one uses really existing emission amount of SO2 and the other uses allowed emission amount of SO2. Thickness distribution of SO2 by forecasting is expressed by means of grid. The grid can not only express point but also express area.In order to make the air environmental administration of chemical industry area agile, this paper take helpful discussion on air pollutant's emissions trading ofchemical industry area, and it gives an example for "bubble" policy simulation. In terms of the forecasting of SO2's really existing thickness, we find that the SO2's really existing thickness is lower than the thickness from allowed emission amount. We want to follow the theoretic principle of emissions trading, namely we can't deteriorate environmental quality of the region who has reach the standard, so we use the SO2' s really existing emission amount as limit of total amount control when we make emissions trading simulation research.Basing on the above work, this paper put forward to planning advices of atmospheric environment of chemical industry area in Nanjing.
