Research On The Performance Evaluation System Of Safe Community Construction

Building Safe Community is an effective ways to prevent people from injury of accidents,and be promoted abroad.Safe Community has developed rapidly in recent decades since it was accepted by Chinese,however there is no evaluation criterion of performance evaluation indicator system,which restricts the development of city construction seriously.The problems of index system in other literatures are analyzed,and rough sets-fuzzy evaluation comprehensive model is first proposed to evaluate the Safe Community construction performance.Rough set theory has inherent advantages in data mining,it can screen out the redundant factors and calculate the weight of the index more objectively,meanwhile,the Safety Community construction performance is a fuzzy concept with clear connotation and unclear extension,and the fuzzy comprehensive evaluation method just can solve this problem.The advantages of the two have been combined in this paper to establish rough sets-fuzzy comprehensive evaluation model,to a certain extent,which refines the research of Safe Community performance.It is should be considered from two aspects of government organizations and residents to build evaluation index system,by re-combing the factors of the evaluation and combining international and Chinese Safe Community construction standards,the new evaluation system is establishment in this paper,which strengthens the role of residents and is more refined.The attribute reduction function of the rough set theory to filter out the redundant index is used to obtain the simpler index system,the indicators includes 5 first class indicators: the daily work of community agencies,information exchange and training,accident identification and prevention of risk,safety projects and participation of the community residents.Then the rough sets-fuzzy comprehensive evaluation model is established based on attribute significance principle of rough set to determine index weight.At last,it is proved that the evaluation model is scientific and effective based on the result of Sansheng Subdistrict safe community perform evaluation.
