Environment is the material basis of economy and it restricts the development of economy. Environment protection can promote economy development and the latter also can play a positive role on environment. Therefore, environmental problem, in essential, is an economic problem. Environmental problems should be considered with economic and social problems to achieve the harmonious development of three aspects.It is a difficult process to treat the wastewater with high concentration of arsenic. Three methods, lime-ferrous salt process, neutralization-oxidation-flocculation process and sulphide sedimentation process respectively, were employed to purify the wastewater with high concentration of arsenic in this paper. Also, the cost, benefit and expenses of the three processes were analyzed and assessed applying the elementary theories of environment economics. In particular, the qualitative analysis and quantitative calculation of the wastewater with arsenic were made using the elementary principles of benefit-cost analysis method.The pollution loss was estimated and the pollution control benefit was analyzed through systematic analysis and experimental research of the treatment techniques of wastewater with arsenic. Additionally, the method of benefit cost ratio was used to compare and select on different scheme. A lowest cost and best treatment effect are thought controlling standard. Neutralization-oxidation-flocculation process was determined as the optimal scheme to treat the wastewater with high concentration of arsenic. The economic and advisable method was put forward in order to control pollution and protect environment.
