As persistent and high speed development of the world economy, persistent supply of energy becomes focus which the world pays close attention to. Every national government and scientific research organization devote themselves to development and usage of new energy, while change traditional and non-continuable means of production, consumption and thinking in order to high efficient and continuable usage of energy. Through long time experience accumulation and technology development produce some methods that there is practical effect, System Analysis for Using Energy is one of these. Pinch analysis methods that was put forward by England UMIST(University of Manchester, Institute of Science and Technology), which is one of nuclear technology for system using energy analysis that is in common overseas. The methods first was used largely to system analysis for advisable scheme of Heat exchanger networks. Pinch technology is based on the Second Principle of Thermodynamics theoretically, analyzing the situation of energy flowing including energy's supplying, changing, using, recycling, producing, letting and so on in different temperature level. Then deciding economic and advisable difference of temperature in the pinch based on balancing cost of operation and equipment, and deciding pinch position of system's energy being used equitably, and deciding optimum scheme projects theoretically for hot and cold utility. Lately finding out existent differences and putting forward improving measures according to the result of above pinch analysis and the actual situation of set using energy now.The paper aims for the actual demands and in detail technical characteristic of SPVC and PPVC sets in the SCACC., using UMIST's pinch technology which can be applied to set's system analysis in using energy after being added necessary supplement and improvement ,then putting forward practical projects of saving energy. The paper applies successfully Pinch technology of Heat exchanger networks to synthetic analysis of Chlor-Alkali enterprises using energy, points out lack of these enterprises using energy, and puts forward constructive advises. There are superior social and economic benefits.
