The A-P method has been used to calculate the ideal air environmental capability of Jinan by analysing of Jinan environmental quality actuality, the diversified emission source and pollution meteorology condition. High Resolution Chemical Model (HRCM) was used to constitute the air environmental capability total quantity control model of Jinan city. After calculating with the HRCM model, the practical exhausting quantity of SO2,NO2 and PM10 was 65023t/y, 27606t/y and 35447t/y in the city zone control area, respecitively. And the grid charts of the practical exhausting, quantity of SO2.NO2 and PM10 were protracted. According to fitting borderline term and un-linearization iteration method, the programming maximal exhausting quantity of SO2. NO2 and PM10 was calculated by the HRCM model, and their are 50302t/y, 65773t/y and 34462t/y in the city zone control area, respecitively. And also their grid charts were protracted. After that, the projects of cutting down the pollution sources and optimize pollution position have been put forward, and the listing of keystone sources of SO2 and PM10 have been listed. These projects can offer the basic data of the pollution sources total quantity control and the quantitative environmental management.
