Workplace Safety Regulation is related to workers' safety and health, which is one of the most important contents of the social regulation. While the separate working manner of the market will make the enterprises can not internal the reception of the security, so the safety compensation has been external transferred.China entered into the period which transformed the traditional planned economy system to the socialist market economy system since 1978, caused the society, the economy, politics and the cultural structure huge change. With the social progress and economical development, there have also been some disharmony phenomenon and contradictions, such as the business management lax, the local authority benefit tendency and so on, all of these caused the workplace safety problem in China seriously and the risks in the workplace highly day after day. China's workplace safety problems not only caused a significant loss of life to the workers, but also affected our country industry image, so it necessary to study the workplace safety regulation in China.This paper discusses some basic questions of the workplace safety regulation form the workplace safety regulation's connotation, the theoretical basis, the regulatory measures and the regulatory effects firstly. Then compares the safety regulation activities of the major countries form the regulation legal system, the regulation agencies, the regulation procedures and the regulation effect, under which come to a conclusion that the system of incentive compatibility is not only the goal of the workplace safety regulation, but also the safety system design goals of China. In the third, this paper put forwards some pieces of advice to re-construct china's workplace safety regulation system by the way of strengthen the independence of regulation agencies, formulation reasonable safety standards, establish and improve third-party insurance agencies and so on.
