Regulation is indispensable to modern market economy under the conditions of a basic system arrangement,is in the operation of the market economy rules and regulations of the government and enterprises such as the market economy main body the concentrated reflection of all kinds of relations,is the state intervention in the economy development,to prevent market failure and to maintain good social and economic order of the important control measures.As a relatively new content of rules and regulations,social regulation is to ensure the safety of workers and consumers,health,environmental protection,prevent disasters for the purpose,quality of products and services,and accompanied by providing them made certain criteria and the production of a variety of activities,and prohibited or restricted from specific behavior regulation.It is of great significance to improve the efficiency of resource allocation,prevent public hazards and protect the environment,ensure the safety and health of workers and consumers,and maintain a good social and economic order.Coal mine production safety regulation as an important content of social regulation,not only the relationship between the people's life and property safety,also relations between the countries on the overall situation of reform and stable development and the construction of a harmonious socialist society.Coal industry in the national economy development of our country energy system occupies a very important strategic position,behind the high growth of coal production is a frequent occurrence of coal mine safety production accident,the word "mine" frequently impact to people's attention and fragile nerves.The sixth plenary session of the 16 th CPC central committee pointed out that social harmony is the essential attribute of socialism with Chinese characteristics.Only by adhering to the people-oriented concept of safe development and carrying out effective coal mine safety regulation can we promote the sustainable and healthy development of the national economy and maintain social stability and unity.Therefore,it is imperative to explore the reasons behind the occurrence of frequent mining accidents and to build a long-term mechanism for the safety production of coal mines,and to realize the stable and sustainable development of economic and social development.Based on the theoretical thinking and logical starting point of the above problems,this paper reviews the evolution process of social regulation in China and analyzes the current situation of coal mine safety regulation.Econometric model index from the coal mine safety accidents happen internal factors and external factors,according to the enterprise economic,technical level,personnel quality,social classification index to select,build the measurement model of coal mine safety regulation factors,test and examine different factors on the impact and effect of coal mine safety production.Finally,the author summarizes the practice of coal mine safety regulation in the United States and South Africa,and puts forward some policy Suggestions for improving mine safety regulation in China.This paper is mainly based on six aspects:First,the literature review section.Since the 1970 s,lighten regulation economy calls for more and more high,and the trend of the social regulation has been gradually strengthen,and plays a more and more important role in social life.Scholars at home and abroad around the root of social regulation,performance evaluation,and can be a lot of work on governance effect,and affecting the unsafe behavior of the coal mine safety regulation,accident cause of safety management are summarized and analyzed.This paper reviews and combs relevant literatures at home and abroad,summarizes the representative viewpoints and summarizes the main features and shortcomings of the current research.Second,the theoretical study of social regulation.The main theories of social regulation include target theory and boundary theory,and define the safety regulation and optimal safety level of coal mine.Based on the new system economics,theoretical analysis is carried out on property right theory,principal-agent theory and information asymmetry theory and coal mine safety regulation respectively.At the same time,based on the failure of labor legal system,perfecting the regulatory system and safety training has a lot of experience is worth learning and using for reference in our country.Through comparative analysis of coal mine safety regulation in several countries,this paper aims to summarize the relevant experience of China.Sixth,the countermeasures and Suggestions for strengthening the safety regulation of coal mine in China.According to above analysis,from we will deepen reform of the coal mine safety regulation system,strengthen the coal mine safety supervision,promoting the construction of specialized law enforcement,promote the coal mine safety quality standardization,strengthening the construction of coal mine safety culture,and improve the quality of the coal mine workers and so on several aspects to strengthen the coal mine safety regulation in China.
