4-(N'-methyl-1-piperazinyl)-N-methyl-naphthalimide allyl chloride quaternary ammonium salt, a water soluble fluorescent monomer, was synthesized by using 4-bromo-1,8-naphthalic anhydride and methylic amine as starting materials, via amidation,amination and quaterisation. The influence factors of processes were discussed and the optimum reaction conditions were obtained by experiments.IR, 1H NMR, MS were used to characterize the products. The optical properties of the product, such as ultraviolet-visible spectrum and fluorescent spectrum were determined and studied. It was showed that the monomer had stronger fluorescence properties in water and the fluorescent quantum efficiency in water is 0.82. The excited and the emitted wavelength of the monomer in water are 399nm and 531nm, respectively. The lowest detective limit is 1.07×10-3mg·L-1. The monomer could have a broad foreground in synthesis of fluorescent water treatment agents for its double bond which can be polymerized.
