It is the environment that not only is the important producing element and the natural condition for human economic activities, but also becomes the foundation of the productive force, which depends on it existingly and productively. But population expanding, resource shortage, and serious environmental pollution has been a huge problem for every nation. In recent years, under the progress which the international society initiates and makes great efforts unceasingly, many governments consider the environmental protection as important as the social economic developing strategy and draft lawful environmental protection policy to ensure carrying on the environmental governance successfully.The U.S. , Japan, and the U.K. are the nations which developed industry in early time, and also savored the bitterness of the environmental pollution at the earliest stage. Secondly it compares the environmental governance systems, policies, and operations of the U.S., Japan, and the U. K., especially the environmental governance policies taking large portion in order to compare the environmental legislations, administrations, and economic methods among the three nations and present much more successful practices and cases one by one. At the end this paper analyses the reasons which cause the current environmental situation and the controlling malfunction in China, and puts forward the environmental governance policy which is suitable for China on the grounds of the three nations' operations.
