During the urban development, the social-economy and eco-environment subsystems have formed a coupling relationship with the development of urban function and spread of land-use scale. So, the essential target of environment-friendly city is to maintain such a kind of fine coupling relationship while the city is in the step to a higher level.Nowadays environment-friendly city became an important theory to guide the urban development, but related researches are mostly around its concept and connotation. So, in process of urban planning and construction, an exigent require would been given to science research that how to convert such a concept into effective implements. It is the first reason for this research. By establishing evaluation index system for environment-friendly city, the development targets would be quantitative and easy to operate.As a district of Shanghai, Baoshan is in its way for "environment-friendly Baoshan", and also experienced the high-density social-economy-ecological activities, which cause notable impact to the complex system, therefore it is choosed as representative cases for study of coupling relationship evaluation in compound ecosystem for environment friendly city. Based on the national economic and social data (2000-2007) of Baoshan, internal mechanism in coupling development has been explored by the evaluation index system. The evaluation results included two comprehensive indexes: for urban development level evaluation and complex ecosystem coupling level evaluation. Two indexes reflect the quantity and quality of urban development respectively.The evaluation results showed that in the regional development process of 2000-2006, as the region's overall level of development growed up continuously, while the complex ecosystem coupling level firstly decreases and then increases. The characteristic would be explained by Baoshan's unique development course and its functional orientation evolution, which is changed in these years from the industrial base of Shanghai to an environment-friendly region.
