Ocean Observation is neccesery for people to learn and study ocean. The various marine monitoring instuments play an basic role in marine monitoring. A new environmental monitoring system under the water is introduced in the paper, which is more effective with multi-functions. The static analysis and attitude calculation of the system are given here also.This monitoring system combines buoy with main submersible buoy to compose a new type of energy-saving system. So it has the operating features such as long-term reliability, safe and multi-parameter.For maintaining system's long-term reliability, the underwater static analysis and attitude calculation of the system is often a necessary. Cause top float is under water tens of meters and surface waves have relatively less influence on it, we only need to make the static analysis. Before calculating, we should first do some reasonable simplification and assumption, then build the mathmatical model and make system's force and attitude calculation programes to finish the system's configuration, stress analysis and attitude under water.It is noteworthy that the analysis of the main submersible buoy in this system is quite different from the traditional simple configuration's(only one buoy, one cable and one mooring system). In this system, the main submersible buoy not only given the forces by the cable below, but also loaded the forces from the top buoy. Besides those, the force that various flow load on the cable should be considerd in also.Finally, an easy operational calculation programe using MATLAB is made. In this programe, inputing parameters such as damping coefficient, buoyancy, gravity, buoy's diameter, submersible buoy's length, and so on, the stress and obliquity of buoy, main submersible buoy and cable at the flow velocity between 0 m/sand 2 m/scan be calculated automatically. It provides a reference for system's configuration.
