Study Of Village Fire Safety Assessment Methods

This article includes four parts:(1) the traditional methods using in the villagesand small towns fire safety evaluation;(2) the introduce and application for the NFPAFire Safety Concept Tree in the Fire Risk Assessment of the villages and smalltowns;(3) the study and improvement for the Fuzzy Synthetic Evaluation;(4) theapplicationfortheFuzzySyntheticMacroscopicEvaluation。Firstly, the present main methods using in fire safety evaluation was introducedin detail. And the characteristic and the application range of each methods are alsoinvolved.However,theFireRiskAssessment ofthevillages andsmall towns areverycomplicated systemic problems, so it is necessary to adopt the Fuzzy SyntheticEvaluationtoresolvethem.Secondly, the NFPAFire SafetyConcepts Tree is introduced to use in fire safetymicrocosmic evaluation for the buildings of villages and small towns in Hunanprovince,whichgetagoodresulteventually. ThedistinctadvantageoftheFireSafetyConcepts Tree is its systems approach to fire safety. Rather than considering eachfeature of fire safety separately, the Fire Safety Concepts Tree examines all of themand demonstrates how they influence the achievement of fire safety goals andobjectives.Then, the methods of the Fuzzy Synthetic Evaluation are researched andimprovedemphatically.ByusingtheFuzzyMaththeoryandthelawofstatistics,theFuzzySyntheticEvaluationcanresolveandquantifythefactorsindecision-making.Itestablishes the plan of excellent-choice and decision-making on the base of quantitycomparison, and it also makes the computer assistant argumentation system morescientific. And it is most important to invite experts to make evaluation for severalfactors intheFuzzySyntheticEvaluation.However,itisinevitableforexpertsmakealot of subjective decisions when they carry through evaluation. Therefore this articlemakessomeimprovementtoevaluatetheresultswhichtheexpertsgiveus.Finally, we established the model of Fuzzy Synthetic Macroscopic Evaluationof the villages and small towns fire safety evaluation in Hunan province at length.There are lots of factors in the evaluation model, while those factors are divided different species. This evaluation model is useful for the fire safety managementdepartmenttoconstitutepolicyandcodeonfiresafety.
