Yunnan Expressway Toll System Construction

The expressway construction in China has entered a fast-developing era in recent years. The policy,"building expressways by loans and collecting tolls pay loans", is an important supportive method for the development of expressway construction in China. Nowadays, because there are different investors investing one single expressway, even on the same main line, there are many kinds of toll stations, which have brought too much inconvenience to the drivers on the expressways. Consequently, the social and economic benefits of the expressways cannot be reflected well. Under such circumstances, the Expressway United Toll Network has been put on the fast-going track.This paper briefly introduces the current situation and the development of Expressway United Toll Network both in China and in foreign countries. Considering the realities of the Expressway United Toll Network in China, the paper analyzes the present developing conditions and problems of expressway construction in Yunnan Province. It also discusses and studies the physical structure and the network structure of expressway construction in Yunnan. Finally, it suggests that it is necessary to build a platform for the Expressway United Toll Network (EUTN) in Yunnan and gives a plan for framework design of the platform.This paper discusses he physical structure and the network structure of the EUTN in details. It makes an in-depth discussion on the features and principles of the EUTN, elements and technique standards of the charging system, the formation and function of the Network, the building of the settling account and payment clearance system, and the plan for configuration of the supervision system. Through analyzing and studying on the software function of the network and data transmission system, the technical plan for realizing united toll collection is put forward. What is more, this paper also shows author's personal opinions on how to solve the problems in the use of the EUTN in Yunnan.
