Air Traffic Management(ATM) organization is responsible for air traffic service (ATS), airspace management (ASM) air traffic flow management, communication, navigation, surveillance (CNS) service, meteorological(MET) and aeronautical information services(AIS). ATM is playing a very important role in our society. The operational quality of ATM has significant impact on aviation activities. In emergency situation, traditional ATM infrastructure will lose or decrease its operation ability and limit the air rescue operations.Traditional fixed ATM facilities on the ground will be disabled or lost in emergency situation or disaster. In the meantime, the situation will trigger a lot of air traffic service demand to provide rapid rescue by air transportation. It is an impossible job for ATM organization to support air traffic efficiently in emergency without reliable and adaptive communication system. Based on practical experience, focused on emergency communication technology, this paper established a ATM communication architecture, from one point to facility level, that is to design an Emergency Communication Van and an Emergency Operation Control Center as the main technical means to provide communication in emergency. A decision making support system was also discussed with coverage analysis to improve the efficiency of the mobile emergency communication system in wide area. Primary contents of this paper are as follows:1. With a brief analysis of emergency operation strategy in China, this paper discussed the architecture design for emergency communication system for ATM operations. It proposed a new communication system design based on NextGen operation concept, and analyzed air traffic flow changes in 3 different possible scenarios.2. Designed an Emergency Communication Van and an Emergency Operation Control Center as basic technical elements to provide communication in emergency, explained their structures, integration scheme and applications.3. Designed and implemented a decision making support system focused on the effectiveness of mobile communication equipment in a wide area. The software calculated the coverage of CNS equipment with the application of GIS technology based on coordinate transformation algorithm to provide the ability to optimize the application of communication technology in emergency to support the whole Air Traffic Management capability.
