In the last three decades, the construction of electric power industry information increasing capital investment, electricity, communications, scheduling, marketing, security and internal management of the business relies heavily on information systems support.The integration of information systems through the transformation of its complexity far beyond 10 years into a degree of complexity, the traditional IT management can no longer meet the power requirements of the development of information industry.Power companies have attached great importance to the ITSM, but the lack of theoretical support in the way, most are still faced with the following three questions: First, the IT foundation environment, system availability, stability needs to be improved; Second, enterprise information systems administrators are busy in dealing problems, and the third, the enterprise IT management is still relying on so-called "genius" to support, the lack of appropriate processes and knowledge accumulation, IT management of excessive dependency on others, even the movement of key personnel paralysis caused by information systems.In this paper, we studies the ITIL v3 system, established a research model of ITSM for Zhongshan Power Supply Bureau, and determine the content and implementation of ITSM for Zhongshan by using analytic hierarchy (AHP), fuzzy theory and TOPSIS method. we designed the organizational structure and processes for each module by thinking on all the indicators on it. With the use of Petri net theory, we introduce a method to calculate the time performance of incident management module, and use the result to set a reasonable SLA value. Finally, we describe the entire architecture of the ITSM system, and introduce a priority algorithm for handling incidents. The running record shows that we got an approving result.
