How to improve the highway traffic safety condition, prevent and reduce highway traffic accident is the question which urgently awaits to be solved.This article in view of highway traffic safety serious situation, on the base of borrows ideas from and refers to the predecessor's research of traffic safety, intelligence transportation system (ITS) and so on, conceives to prevents and reduce accident by establishing highway traffic safety early warning system, thus to raise the highway traffic safety level.First, summarized the characteristic of highway and the highway traffic accident, elaborated the traffic accident-causing theory, through the traffic accident statistical data's collection and the highway investigation, analyzed the highway traffic safety influencing factor from the human, the vehicle, the road, the environment four aspects, provided the theory support and the basic data for the early warning model.Secondly, introduced fore-warning and the early warning management theory to the highway traffic safety domain, elaborated the definition, the principal theory, the method and the criterion, the analysis and the control countermeasure of early warning and the function of the early warning system, built the framework of the system, laid the rationale for early warning system's establishment. Then, introduced several kinds of common early warning models briefly and compared the Rough Set with the neural network emphatically; After elaborating Rough Set principal theory, established highway traffic safety early warning model.Finally, in the early warning model empirical analysis, selected the highway traffic safety major effect factors with the ABC analytic method, established the highway traffic safety decision-making table;Utilized the decision-making table simplify, attribute reduction and so on, established the mapping relations between the highway accident cause factors and the accident pattern, discovered the accident decision rule;The accident decision rule accord with the reasons of traffic accident and the empirical analysis of KunShi freeway confirmed this early warning model validity and accuracy.
