The system of heating charge in winter will gradually transit to the thermal energy measurement and household metering in order to reduce energy consumption, in our country. At present, the heat meters mainly use the measurement of the traditional water mete which has the shortcomings of low measurement accuracy and the short life-cycle. So. the accuracy and reliability of thermal energy measurement are very low for this kind of heat meter.Against the present development situation of the heat meter in the world. this dissertation has researched and proposed the heat meter's technique scheme which based on ultrasonic measuring technique and met the actual demand of our country. Firstly, it has introduced the general design of technique scheme of the heat meter, which based on ultrasonic measuring technique, and accomplished the research of key technologies. Especially, it has proposed the new survey method of the ultrasonic time-interval. Secondly, it has designed the heat meter system whose core was 16-bit low power signal chip microcomputer MSP430F413. and completed the design of hardware circuit of the system. Finally, it has accomplished the design of software control flow as well as the programming, and carried on the debug of each part and the whole system debug.This dissertation mainly used two technologies to guarantee the accuracy of he ultrasonic dissemination time-interval measurement to nanosecond level. It is high-accuracy measuring chip TDC-GP2 which embeds time-interval logic measuring technique andпpipeline technique which extending distances of propagation of the ultrasonic wave. It has reduced the power consumption by the switch of system working pattern. The heat meter based on the ultrasonic technique is advanced in technology and financially feasible through testing demonstration. The heat meter can solve the problem of the flow measurement, as well as the thermal energy measurement, and enhance the accuracy and the reliability of the system. At the same time, it can meet China's present situation of the heat meter. So the practical significance of the realization of the heat meter which based on the ultrasonic measuring technique are very great.
