The factors is classified as key factors, the second critical factor and non-critical factors and is assigned value based on the importance, then calculate and find the specific importance value of each factor, providing a quantitative basis for analysis.The paper found the fuzzy AHP evaluation has good applicability for lines introduce terminal, based on the applicability, advantages and disadvantages analysis of some commonly evaluation methods.Integrating the foregoing factors and building evaluation index system, calculating weight value of 6 one index factors and 23 two index factors. Then establish reviews set V=Vl=(V1, V2, V3, V4, V5)=(excellent, good, general, poor, very poor), as same time, establish the fuzzy relationship matrix R of from the factor set C to reviews set V, to further determine the first and second fuzzy comprehensive evaluation approach, the recommended scheme is selected by final composite score.Finally, take the "LIU AN-AN QING-JING DE ZHEN" project as an example and analyze, Obtaining the five specific programs evaluation score is 53.52,48.58,64.16,52.78,54.24, through the technical and economic comparison, building program evaluation and rigorous and rigorous, objective calculation, the highest score program (I-3) as the recommended program. Examples show the rationality of the evaluation model, indicating that the evaluation system and evaluation methods meet the practical requirements and decision-making ideas, has a certain practical value.
