Research On Key Techniques About Village Renovation Planning Based On Farmers

Village renovation planning play a leading part in the new socialist countryside construction projects, which is helpful to the improvement of rural living environment and the quality of village life. However, in China there are relatively few researches on the theory, technology and standards of village renovation plans, weakening the effectiveness of implementation of village renovation plans. The basic points in this paper are: as the current village renovation planning and implementation have neglected analysis and research about the behavior of farmers who are the cornerstone of the village, only with "farmers" as the "axis", we can build village renovation planning theory and technological system with a Chinese characteristics in order to ensure the implementation of renovation plans. Therefore, the paper selects "farmers" as the starting point, trying to analyze the key technological system about renovation plan of the village in this unique perspective of "farmers", so as to provide technical reference for carrying out renovation plan smoothly in China.The core contents of the paper are as follows:First, in the paper we take "farmers" as a starting point of this research; make a comprehensive analysis of the characteristics of the village and association problems between components of the village and many farmers, to find the specific intrinsic link between the farmers and villages.Second, this paper takes meeting the different needs of the farmers as the starting point, defines the type, content and important steps of village renovation planning project, and builds goal-oriented and comprehensive assessment system in which farmers are the main subject and make clear objectives for the key technology.Third, we will rationally analyze the comprehensive evaluation system, including the dialectical relationship between the implementation of various renovation contents and farmers, and the issues concerning the key technical points in renovation contents, trying to build up the theoretical structure of technical points in renovation contents, process-oriented, and define clearly the formulation and implementation process of renovation plan.Fourth, based on providing comprehensive assessment system of the village renovation plan in which farmers are the main body and the theoretical framework of key technical points, we integrate the target-oriented and process-oriented ways, build up framework of key technical system of renovation plan, and propose implementation strategy on the level of policy management.Fifth, considering the needs that farmers involved in the whole process of implementation of plans for renovation, we put forwards the pattern of procedural participation, in which farmers take part in program design in different stages, ensuring the maintenance and implementation of farmers'rights to know, to participate, to express, and to supervise in the process of implementing village renovation planning.Sixth, we choose Dongjiao Village in Yangzhou City for case study , put forward measures of the key techniques about renovation planning in Dongjiao Village, pove practicality of theories result of our study.
