The Behavior And Its Simulation Of Villagers’ Participating In The Supervision Of Rural Construction Projects

As an important carrier of Rural Revitalization Strategy,rural construction projects are of great significance to promote the extension of urban infrastructure to rural areas,improve the production and living standards of villagers,promote the equalization of urban and rural public services,and even create a new pattern of beautiful and livable rural areas.In recent years,the central and local governments have vigorously supported the development of rural infrastructure construction,which has pushed the acceleration key for the rural construction projects.However,in the process of actual construction,the reconstruction of light management and face engineering are frequent,the important reasons are that the villagers’ main body is not enough to supervise and participate in the rural construction projects,and the behavior of villagers’ participation in supervision is out of standard and low efficiency,which damages the benefit of the construction projects.At present,although the relevant policy documents emphasize the strengthening of villagers’ supervision in the c rural construction projects,the policy content is relatively macro,and it does not focus on the norms and guidance of villagers’ participation in supervision.Academic research on Villagers’ participation in the supervision of rural construction projects mostly focuses on the influencing factors and performance evaluation,and lacks the dynamic simulation of villagers’ participation in the supervision behavior.It is difficult to explore the influencing mechanism of villagers’ participation behavior from multiple perspectives,and it is unable to substantially improve the level of villagers’ participation in the supervision behavior.In order to solve the above problems of villagers’ participation in supervision in rural construction projects,we need to start from the influence mechanism of behavior,dynamically simulate the evolution law of villagers’ participation in supervision behavior under the influence of influencing factors,and put forward targeted optimization strategies.In order to achieve the above goal,this paper focuses on the research theme of "participation in supervision behavior",establishes the cluster and evaluation model of the villagers’ participation in supervision behavior from the perspective of behavior participation,explores the influencing factors of different behavior modes,and proposes a dynamic simulation method of the behavior model of villagers’ participation in supervision.Firstly,this paper defines the concept connotation of rural construction projects and villagers’ participation,defines the scope of this paper as rural construction projects with the attribute of collective funds,and studies the behavior and evolution of villagers’ participation in rural construction projects supervision.Secondly,12 behaviors of villagers participating in the supervision of rural construction projects are identified by grounded theory,and then the K-means clustering method is used to construct the clustering model of participation in the supervision behavior,and the PROMETHEE method is used to evaluate the clustered participation in the supervision behavior mode.Thirdly,based on the literature analysis method,this paper summarizes the theory of behavior participation,identifies and verifies the influencing factors related to villagers’ participation in the supervision behavior,and then uses the disordered logistic regression method to construct the calculation model of influencing factors of villagers’ participation in the supervision of rural construction projects behavior mode.Then,based on multi-agent(MAB)and system dynamics(SD),the dynamic simulation model of villagers’ participation in supervision behavior is constructed,which is used to determine the evolution path of villagers’ participation in supervision behavior mode and calculate the tendency of villagers’ participation in supervision behavior mode transformation.Finally,taking Huatang village in Nanjing City as a case study,based on the case data,seven kinds of participation supervision behavior patterns are clustered,and the influencing factors of each type of participation supervision behavior pattern are explored.According to the simulation results,five kinds of improvement suggestions are put forward,including improving community field,enhancing social capital,strengthening psychological capital,building interest connection and cultivating villagers’ habits.On the theoretical level,the research results of this paper can simulate the villagers’ participation and supervision behavior and its evolution dynamically,enrich the research content of villagers’ participation in supervision behavior,and broaden the application scenarios of social practice theory in the construction project of villages and towns,and promote the application of computational experiment technology in the field of village participation.In practice,this paper will help to stimulate the awareness of villagers’ rights and supervision,promote the effective participation of villagers,improve the quality level and investment efficiency of the rural construction projects,and promote the process of urban-rural integration and the implementation of macro strategy of Rural Revitalization.
