Research On "Accompanying" Rural Planning And Construction Under The Guidance Of Villagers’ Interests

General Secretary Xi Jinping put forward the strategy of Rural Revitalization in the nineteen major reports,and put the three rural issues as the priority among priorities of the whole party.Various departments of the state issued an important document on strengthening village planning and promoting rural revitalization,aiming at promoting village development through village planning.However,at present,the phenomenon of "no planning","disorderly planning" and even "being planned" in rural planning and construction occurs from time to time,and the villagers’ interests are "marginalized",which promotes the future rural planning and construction to shift towards the rural planning and construction that takes the villagers’ interests as the value orientation and the planners "accompany" in the whole process.Based on the research of relevant literature,this paper defines the two connotations of villagers’ interests oriented and "accompanying" rural planning and construction:(1)the whole process of rural planning and construction should always be guided by villagers’ interests as values;(2)In the process of "accompanying" rural planning and construction,planners realize the multiple role transformation of learners,organizers,propagandists,communicators,guides and planners,"accompanying" runs through the whole process of "rural planning village design construction implementation operation empowerment".The core chapter of this paper is written along the technical route of "current situation case study system framework construction guarantee mechanism".Firstly,the paper analyzes the differences among the four models: endogenous force model,government led model,social elite driven model and other forces driven model;Summarize the experience of "Beijing Green Cross","co creation" and German Rural Revitalization cases;Combined with the five aspects of service mode,working hours,sources of funds,personnel selection,evaluation and incentive mechanism,the design of going to the countryside in various provinces and cities is divided into three stages: primary stage,intermediate stage and deep stage;This paper summarizes the typical cases of planner system in Chengdu,Shanghai and Beijing.Secondly,it constructs the system framework of "accompanying" rural planning and construction.To sort out the value orientation of villagers’ interests,help improve the scientificity and publicity of rural planning and construction,enhance the acceptability and operability,and ensure the smooth implementation;Clear the subject and object of rural planning and construction,including role positioning and responsibilities and obligations;The whole process of "accompanying" rural planning and construction is put forward,which includes four stages of rural planning,village design,construction and implementation,and operation empowerment,and defines the stage tasks of planners.Finally,it puts forward the "accompanying" rural planning and construction mechanism.This paper puts forward the operation mechanism from four aspects: establishing the planning team,standardizing the stage content,making the dynamic training plan,and enriching the work platform;From the policy construction principle,the pilot model summary,the establishment of service system,the implementation of supervision and management four aspects to implement the policy guarantee mechanism;From the implementation of multi-channel fund-raising methods,the development of a unified fund management information disclosure system,dynamic adjustment of the use of rural planning and construction funds to implement the fund guarantee mechanism,in order to realize the implementation of "accompanying" rural planning and construction as soon as possible.
