Electric power load management system(PLMS) is an important part of the power marketing and power demand side management (DSM). Because the PLMS coverage is from the original large electricity users to a vast number of medium and small power users, the number of terminal users is increasing fast and the amount of data which need to be collected become bigger. Therefore, the old control mode of 230MHz wireless private centralized network can not meet the requirements of current mission. It is necessary to build a more powerful communication network. In order to comply with the requirements in "On speeding up the modernization of the power of marketing guidance" which was made by the State Grid Corporation of China in June 2005, to make full use of the advantages, good security performance and high availability, of 230MHz wireless private centralized network, and to resolve the problems existing in the power load management system at this stage, a new electric load management system which is based on the cellular model of communication network is proposed and tested.Firstly, this dissertation based on the theoretical analysis of the cellular networking in 230MHz wireless private network, the main features and technical parameters of the power load management system are determine. And then the design of power load management system which is based on 230MHz cellular communication model is proposed.The hardware theoretical design of base stations and terminal test equipment of the completion the power load management system is completed. Base stations and terminals use the same hardware design and the conversion between base stations and terminals is through remote upgrades. Hardware design mainly include: ARM core module, JATG interface module, the local update module, real-time clock module, AC sampling module, IR module, keyboard and display modules, and the test prototype is manufactured successfully.The development and debugging of software in the power load management system is finished. The design of the application layer is based on the complement of the migration of embedded systemμC / OS-II. The application layer design include: communication task, meter-reading tasks, processing tasks, display tasks and so on.The test of cellular system in practical geographical conditions is needed in order to enable the base station and terminal test equipment to reservation indexes. The electrical power loading management terminal is installed in 20 representative nodes at Luoyang region and the test platforms are built in seven couples at 230MHz frequency band. The results show that the communication and work state of terminal is excellent and the indexes of function and performance meet the design requirements when the transmit power of the base station is 3W and the height is 7m.
