Rainwater is a important sector of water cycle in nature, which play a key rolein regulating and supplementing regional water resources,as well as improving andprectecting entironment, Presently many cities are in bad need of waterresources,on the other hand, a mass of rainwater resources flow away in rainstormseason in vain because of urbanization.Making rainwater available in these citieswill bring about considerable benefits of economy,society, ecology andevironment, There is thousands of years history of using rainwater resources,inresent twenty yeares, many countries have paid much attention to the using ofrainwater resources and taken various measures to apply rainwaterto sovle thewater supply in urban and reduce the pressure of drain and flood controlre. Yet inour country especially in cities channeling water or excessive underground wateralways used, few people devote to the theory study of rainwater resources.With the development of science and technology, new spatial informationsystem such as Geography Information System(GIS) and many crossing subjectsand new theories come forth,which offers the means for the systematic study ofrainwater resources in urban areas and make it possible to study the theory ofrainwater resources, in urban areas as a whole.studying advanced skills of rainwater resources both home and abroad deeply,Based on theories and viewpoints of Urban water resources synthetically, aimed tomake rainwater resources a systematic advanced science combined theory andengineerng, the concepts,theories,methods,the building of layout model, thestructure of the Decision Support System, and other related questions aboutrainwater resources in urban were studied and offered in this paper. Taking xi'ancity as a example to carry out the study and the layout. The content of this paperare as follows: the paper presents the concepts, the whole ideas and contents of thestudy about urban rainwater resources, offers the principle .The relationship ofurbanization and rainwater resources,the connection of rainwater resources andflood control in urban area were studied in this paper, essence means and processas well as layout model of urban rainwater resources involved also.The structureof the DSS of rainwater resources in urban areas is built also. All of the work offerideas and ways for utilizing' urban rainwater resources effectively, controllingfloods, reducing disaster loss, broadening the sources of water and reducingexpense.
