In recent years, along with sustained warming of the economy, the urbanization in Chinahas accelcratcd, which becomes the important engine of Chinese economy. While the rapiddevelopment of city cconomy, the use of water resources has trend to be scale and centralized,which leads to the shortage of water resources, and this was already become a bottleneck ofthe city’s development. The comprehensive utilization of the city’s rainwater resource canrealize: water saving, water resources’ conservation and protection, and promoting harmoniousdevelopment between the economy and the society, and greatly promoting the sustaineddevelopment of the resource and the economy.On the basic of the detailed investigation and collcction of datas,this article analyses therainwater resources and the economic status of Xifari city,and discusses the basic change ruleof rainwater resources in Xi’an City,and do emulatory analysis of rainwater resources’ value.Based on the system dynamic method,make a causc and effect graph of the rainwater resourceutilization system of Xi’an city,and construct SD model of Xi’an city. Do the imitation ofb’asic behaviors and parameters change to analyses the rainwater resource utilization systemof Xi’an city. The results of the imitation show that the utilization of rainwater resources inXi,an has still some problems, and the insuiffciency of the water resources will constrainteconomic development.Finally, imitate vairous policy simulations of the rainwater resource utilization system in Xi.ancity to choos the best scheme, and get the following suggestions: put the city rainwaterresoucre utilization into the overall urban planning; strengthen the scientiifc research andfinancial support of rainwater resource utilization; establish the policy of the city rainwaterresource utilization.
