It is an urgent problem to solve that how an investor(client) choose the best required competitor (bidder)among many competitors (bidders), by applying the method of scientific management. It is rather difficult to quantitatively analyze some factors, such as the credit of an enterprise, the management of organization, etc., what's more, due to the influence of many artificial factors, the critical work of present pre-examination about qualification and the tenders, assessment has not been strictly executed according to the procedure of the invitation of bids and tenders, and there is no quantitative standards for such assessment, much qualitative analyses, little quantitative analysis, much artificial interference factors, caused it difficult to eliminate the "favor scores", with great random, so it is not easy to carry out.0.2 The purples of choosing the TopicThis thesis aims to the present problems which are existing in the traditional examination method on the construction units (bidders)during the invitation of bids It is expected to apply such mathematics methods as fuzzy comprehensive assessment, so as to research the quantitative standards for the pre-examination about qualification and the tenders, assessment and the specific, practical method of their pertains, during the invitation of bids and tenders Thus, the market for the invitation of bids and tenders be regulated ,and the procedure for the predomination and tenders assessment would bemore scientific and operative. The research result of the thesis will produce great practical value for the quantitative management of the project tenders in china.0.3 The main methods for the solution of problems and the work I intend to doOn the basis of absorbing the domestic and international study result, I systematically analyzed in this thesis the theory and the practiced problems of the project invitation of bids and tenders in the domestic construction market. By analyzing the present situation and the existing problems of the project invitation of bids and tenders I put forward my opinion that the pre-examination of qualification and the tenders assessment be quantitatively managed in the project invitation of bids and tender The quantitative standards for examination is suggested in my thesis, on the basis of studying the domestic advanced experience and international, and on the basis of emphatically analyzing and researching the critical parts in examination and selection of the construction units during the projectinvitation of bids and tenders------the procedure for pre-examinationof qualification and the tenders assessment as well as the main factors that world influence the selection of the construction units. By applying mathematics method, the math model of comprehensive assessment is proposed for the pre-examination of qualification and the tenders assessment.
