Study On The Lean Bid Evaluation Method Of Business Bids Assessment For Construction Projects With Tender Control Price

Bidding is a kind of standardized transaction approach in the construction market.The bid evaluation has been taken as the core stage in the bidding process,and the result determines the investment,duration and quality of the construction projects.Therefore,it is great of significance to conduct the theoretical research of evaluation method.The business bids assessment has an indispensable position in the bid evaluation process.The commercial bid assessment is performed through the current electronic tendering system to extract part of the list items from bid document,which leads to the one-sidedness of the bid evaluation results and the artificial intervention factors from bid evaluation experts.Based on lean thinking,this paper proposes the concept of lean evaluation and the corresponding model.The research work of the paper is as follows:Firstly,this paper analyzes the domestic and international bid evaluation methods,and summarized the previous research findings of bid evaluation methods.Secondly,based on the theory of lean thinking,and taking the reasonable equilibrium of the tender control price as the research premise,the median and abnormal values of each indicators are gained through the function of box graph in SPSS software,a multi-level evaluation index system is constructed according to the composition of list items of the construction projects business bids assessment.Then,the weights of indexes are determined by the combined weighting approach based on the principle of “function driven” and “difference driven”,and the lean bid evaluation models is established using TOPSIS method and grey relational analysis method.Finally,this paper analyzes the practical case combined with the specific construction projects of the lowest-price tendering and average-price bid.The results indicate that the lean bid evaluation models of commercial bids in construction projects established in this paper has made full use of lean thinking to analyze and accomplished the automation of the commercial bid evaluation;There is an situation of unbalanced bidding,and remind decision-makers take measures in time;Achieve the review of all checklist items to make the evaluation results more comprehensive and reliable;Besides,as the key of the achievement of lean bid evaluation,and provides the reference for decision making.
