The reform of xiao-wu anchor district should be enforced recently, and food logistics district should be built. Food unload ability should be enhanced and food-warehouse second project should be built. The port district which be used to classify corn should be built. The anchor district' s function should be adjusted to enhance food unload and swallow to vomit ability and adapt the change of domestic market and international market. The use of anchor district should be perfected and the port efficiency of loading should be enhanced. The unloading function should be reformed and perfected.The plan of building and development in the paper is made according to the situation of Gan-jingzi port district.
