As the infrastructure for social and economic development of the city, port expands a service for urban economy or hinterland economy first. J Port is a main port of countrywide and important in Hubei province. In the middle reaches of the Yangtze River and the Jianghan Plain, it is a most principal customer and cargo distribution centre. With advantageous natural conditions, J Port is the regional port logistics center in central China, and also become an important support to social and economic development of J City. But for now, there are still many problems to be solved, such as lag of infrastructure construction, not quite reasonable use of shore lines, not clear function, and obvious structural contradictions.What's more, it has not yet fully functioning as an important port in the middle reaches of the Yangtze River. J has unique geographical advantages for developing harbor and navigation economic, and great market potentiality. According to the port economy development strategy of Hubei province, the city government presents the strategic idea on building J Port. Then, this paper studies the development plan of J Port.This thesis firstly explains the background and importance of the research, what kind of relevant study has been done both at home and abroad, and describes the methods of research used in this paper and its main idea. On the basis of global view of the general function of J Port, potential problems and threats are put forward after assessing its current situation in terms of terminal facility, shipping terms and port collection and transmission system. And then, to have a analyze of the layout of J Port, investigation was carried out into many matters, such as the geographical location, regional importance, overall arrangement of development of J City, and its actuality of industrial development and trends, as well as port layout and its core function orientation. Hinderland economic situation analysis is done in combination of both direct-hinderland economy and indirect-hinderland economy. The paper then looks into the categories and throughputs of different cargos, does quantitative analysis and qualitative analysis about the output demand of J Port, mainly overall throughput, and throughputs of different categories respectively. To forecast these throughputs and to offer preferences to the reasonable scheming of J port, ARIMA model, GM (1,1) MODEL, Combined forecasting model and comprehensive analysis methods are made full use. According to the orientation and objectives and development plan of J Port, the demarcation of harbour district, shoreline programming, harbour district outlay plan and collection and transmission plan are taken into consideration to calculate the overall program, which will ensure the successful implementation of J Port plan. According to the forecasted figures of throughput, this thesis works out the throughputs capacities and terminal numbers of all harbor districts, which will act as indicators of J Port development. Suggestions relevant to leading organ, funding, land for construction, external environment, infrastructure and tax policy are put forward to put the Jingzhou Port planning into practice.
