Due to the combination of government policy, economics and common expectation, owning a private car becomes a historic choice under the current circumstances. The popularity of having a private car would also become an ultimate trend in a very near future.With the number of private cars in cities growing rapidly, a series of problems emerged seriously and observably. Communities, where the private cars always stay for the longest time, have the worst situation. It is necessary and urgent to study the problems with owning a private car in community, together with exploring the new models and new ways to accommodate the rapid growth of private cars under the situation in China.Direct conflicts like parking, traffic, safety, air pollution, noise, and damage of scene and vehicle management are invoked when private cars "squeeze" into communities. Those conflicts are big challenges in planning and implementing the policies for communities.This paper emphasized the analysis on four typical communities in Changsha, based on massive investigations. According to the problems existed in each community, the paper analyzed the reasons and the damage the problem caused first, and then analyzed situation among the four communities and finally draw the conclusion of the influence that the popularity of private cars brought in, how each community deal with the problems and what the benefits and shortcomings are. Let the truth talks.By analyzing the facts and studying the useful practices within and outside of domestic, this paper proposed corresponding planning models and principles, which accommodat the popularized private cars, in parking, traffic, roads, scene and management. Based on the situation in Changsha, this paper proposed the parking quota in communities, perfect parking model and traffic model, and then demostrated a series of models and principles.At the last, the paper looks forward to the future. It proposed that the most important issue is the whole society should have a common sense that benefit of private sectors should be built upon the maximum of the public benefit. The architectures' responsibilities are to explore new and sustained ways of parking and transportation.
