The electric power metering MIS is designed and implemented in this paper aimed at the competition and informational requirement in our country's electric power industry. According to MIS' designing and foundational rules, a practical system is finished.Combined with electric power metering requirement, this paper analyzes several following methods to develop MIS: System Development Life Cycle, Business System Planning ,Prototyping Approach and Critical Success Factors. A new Mixed Prototyping Approach to develop this system is put forward after comparing these methods. At the same time, its process and characteristic are described. After analyzing and comparing exiting technology and system's operational process and requirement. Client/Server system is adopted as system's operational flat.This system has many complex and multiplex data source In order to solve data sharing problem between electric power metering MIS and other systems, a lot of data sharing methods are analyzed which includes Data Transformation Service s Database Replication .. Distributed Transaction Coordinator Distributed Query and Pipeline. After deeply analyzing these methods. System's data sharing strategy is put forward and implemented aimed at different kinds of data source.In terms of system's security requirement, this paper adopts such a privilege controlling method as combining database control with application program to grant different operator's asking data and operational privilege. This method has some use for reference for similar Client/Server application.The electric power metering MIS' database designing principles and methods are introduced and system's database is designed. In addition, user operational interface's designing and completing methods are given in this paper.
