With the development of electric power industry and the increasing request for power supply quality by consumers, the performance of the measurement & control apparatus of power system is faced with a new challenge. In the course of developing, top-down design and modularization are considered.Firstly, according to the present state and development prospect of the relay protection of power system, this paper mainly analyzes the potential use of the comprehensive apparatus and demonstrates the requirements of the function modules. On the basis of them, the module argumentation of hardware and software is listed. The followings are the detail schemes of the project design.Then, after the presentations of the specific circuits principle in sequence, this paper implements the interfaces between CPU and other devices based on CPLD by virtue of their sequences in time. In this part, some control modules described with the standard VHDL are emphasized, such as the IO logic and the intelligent controller of multiplex synchronized data acquisition, and so on. The usage of CPLD simplifies CPU control and expands IO sources, at the same time, improves system performance, for instance, reliability, security, portability.Furthermore comes the software. After the introduction and comparison with time sharing OS and preemptive RTOS, a special real time schedule is adopted to manage the periodic tasks and asynchronous events. The key sets of debuggers are also mentioned along with board support package (BSP) and application programs are discussed, where the BSP includes boot program and self-calibration program of analog channel, etc.Finally, there is an evaluation on the designed apparatus. The experimental result indicates that it is highly Reliable and Real-time. On the anti-interference and reliability point of view, some suggestions are offered, too.
