| With the fast-pace growth in the construction of water infrastructure in China, the type, quantity and scale of the river channel projects are increasing promptly, and the influences of which will impose significant impacts upon the natural hydrological and eco-environmental conditions of these rivers. Therefore, quantifying the impacts of these constructions and making appropriate flood control strategies accordingly is considered vital towards the river management of these areas.This study comprehensively assessed the impacts on flood control caused by the renovation project of effluent channel of the Xinyi pump station at the Ashi river, a tributary of the Songhua River in Harbin, Northeast China. The assessment included the analysis of the evolution tendency of the river, calculation of flood control evaluation and comprehensive evaluation of flood control. Furthermore, based on the calculation and analysis above, suggestions on the construction of the project were given.According to the analysis on the evolution tendency of the river, the influences upon silt and scour as well as the location of river bifurcation in the Ashi River by the project will be negligible. Additionally, the increasing number of artificial control upon the river will further minimize the influences of this project.The calculation results of flood control assessment indicated that this project would meet the requirements of anti-seepage plan, and would have no effect on the embankment and the side slopes will be stable. Meanwhile, the completion of the project would not change the flood discharge conditions, nor will it alter the direction and flow rate of the river. Therefore, it is of no influence upon the stability of this range of the river.From the results of the flood control assessment, this project is accorded with the conservancy regulations and will impose very limited influence on the river channel. It has no contradiction towards the river management regulation and will not change the original emergency passages. This project will not be occupying fairway as well therefore and will not impair the rights and interests of the third parties. However, attention should called up to the recovery to the original state before the construction and the quality of the construction, in case that it will hamper the passage of emergency. The comprehensive evaluation and analysis in this paper provided the implementation basis for this project and its alike on comprehensive evaluation of flood control. |
