| As a load computer monitor system, the power load management system offers to guarantee network safety operating and implement energy management. The function extending of power load management system is demanded in the new situation when power market changes into buyer market, which has been systematically studied in this paper. This paper includes following parts: First, basic concept and the developing situation in application field of the load management have been summarized and the load control mode and load management system function has been introduced. Second, based on Xu zhou load management the demanded system function extending and develop direction are given and according to DSM and RTU serial communication user management service system has been established, the software of which has realized data sharing, electric quality monitoring and energy charge management.
