China's power industry has developed rapidly,the requirements for power systems have shifted from automation to intelligence with the continuous strengthening of power grid construction in recent years.The smart grid constructed on the base of the high-speed two-way communication network should communicate power information with the power end-users and format real-time interaction between power supply and demand.The county-level electricity consumption information collection system is a real-time system of collecting,monitoring and analyzing the electricity consumption data of the county-level grid users.The management function of power users' electricity information,power end quality,abnormal measurement equipment,orderly electricity management,electricity analysis and so on was realized in the system which is an important tool to realize the specialization,modernization,digitization and information of county-level power grid enterprise management.In this paper,the application status of Shandong Liao cheng county-level electricity consumption information collection system is studied.Combined with the development of domestic and foreign load management system and electricity information collection system,the design idea of county-level electricity consumption information collection system was elaborated from the aspects of communication network construction,system performance indicators and basic function realization,and in-depth systematic application research was carried out on the basis.First of all,communication network solution of the county-level electricity information collection system was putted forward.The communication network architecture of taking into account flexibility and compatibility was designed according to the grid at all levels of measurement points and communication status.Through the full and flexible use of a variety of communication methods,a three-stage communication network model compatible with local communication and remote communication was designed to achieve all levels of plant stations,special changes,public changes,residents and other metering energy information collection and reliable communication.Secondly,the basic functions and expansion functions of the county level of electricity information collection master software system were designed.In the system design,the system response speed and acquisition speed indicators were putted forward to ensure the reliability and efficiency of the system.The main station software system was programmed on the base ofJ2EE platform,which has strong expansion ability and high security.According to various functional business needs,work flow was designed to ensure the realization of the function,and the orderly power management,multi-level line loss analysis,cost control management,demand side management and other deepening application functions were expanded.Then,this paper has carried out the application research of county-level electricity consumption information collection system.The measurement of all levels of energy and various types of power supply information collection,business meter reading and other data applications were achieved through the system data collection tasks and workflow settings.The load adjustable coefficient was introduced from the perspective of time and socio-economic costs through the study of the user load data provided by the analysis system,it has been applied to the orderly power management optimization to achieve scientific implementation of the Orderly electricity program.The line loss characteristic analysis method based on the improved K-means clustering algorithm was studied according to the power data provided by the system,which solves the problem that the conventional K-means clustering algorithm is easy to fall into the local optimal problem.It has provided more accurate evidence data for the electricity inspection and line loss management.Finally,this paper gives the conclusion of the design and application of county-level electricity consumption information collection system.The application of this system has promoted the modernization,specialization,digitization and information of county-level power supply management and has made the economic and social benefits.It is an important part of building smart grid.The development trend of future electricity consumption information collection system is discussed,and the development of electricity information collection system is of great significance to the improvement of power system operation and demand side management.
