Study On Marine Safety Evaluation

The requirement for ocean shipping enterprises to carry out effective safety management becomes more and more exigent. The systematic safety evaluation plays an important fundamental role to improve the effectiveness of safety management. This dissertation uses the theories and methodologies of safety science, system science and indicators etc focusing marine safety evaluation as its investigation topic, studying the core problems in ocean shipping evaluation application, including the source of evaluation data, the establishing of evaluation indicator system and the choice of evaluation methods.This dissertation is composed of four parts.The first part reviews the phylogeny of safety science theories, outlines the fundamental theories of safety science principles systematically, clearly defines the basic concepts of ocean shipping safety evaluation, generalizes and puts forward the guiding ideology of the research, which is on the basis of the systemic dangerous factor data and at the core of systematically evaluating the systemic dangerous factors and their correlations.The second part concentrates the study on improving the quality of safety data. Based on analyzing the characteristics and shortcomingss of statistical accident data, a new non-accident data statistical pattern is advanced. Having compared and analyzed the problems existing in the recent marine accident statistical work in China, the definition, category, classification, statistic of accident causes of safety statistical data were redesigned, the implementation steps of systematic safety management system were brought up. All these studies may be useful as a decision-making reference for national or enterprise safety management department to improve the content and standardization of safety data or building up the safety statistical information system, and also serves as theoretical bases for establishing systematic ocean shipping safety management system in China.In the third part, a method called "integration from quality to quantity" is brought forth to analyze the safety affecting factors and their correlations of ocean shipping system. The correlations between the influential factors of the system are first systematically studied by applying the statistic data, then the hazards gather are confirmed.The fourth part mainly discusses the establishment of systematic ocean shipping safety evaluation index system and the choice of evaluation methods. On the basis of systematically analyzing the limitations of present safety evaluation index system, a guiding significant evaluation index is proposed. In the meantime, the characteristics of various safety evaluation methods are analyzed and the suggestions about how to select evaluation methods are brought up. In addition, a practical example of safety state evaluation of marine enterprises is taken with applying the systematic index system and right method.Finally, the chief results and conclusions obtained have been summarized, and also the subjects investigated for the future have been put forward.
