| The data collection of road traffic is one of important work of road construction and management. Its statistics is the gist of high way planning, decision-making, construction, maintain and management. The traffic managers and planers will face the problem of evaluating effectiveness of schemes when they make the traffic observation system. At the beginning of this paper, the factors which indicate the effectiveness of the schemes are analyzed on the base of traffic observation system conditions and its characteristics. And the evaluation parameters system is set up by three sub-systems-observation station distribution, equipment function, management level. Then, according to the collected data and former research, the calculation and classification of the parameters are specified. At the end of this paper, the weight of each parameter is calculated with AHP model and the multi-parameter evaluation model is set up.In this paper, The author creatively puts forward the traffic observation system composition model of "observation station distribution, personnel, equipment, environment and management" on the basis of system analysis of traffic observation system. And an evaluation system is set up to evaluate the effectiveness of the traffic observation system schemes. With a case study, the research of this paper is proved practical. |
