Crew Management Mode

The management of crew is crucial to the good conditions of water transportation and normal order of shipping market. However, the present characteristics of the management of crew are decentralized, divided and disordered because of too many companies and their different benefits. This inevitably reduces the efficiency of the management and prevents the development of water transportation and the form of unified shipping market. With China's entry into WTO and the perfection of China's marketing economy system, the present pattern of management becomes harder to meet the development of the situation.This thesis aims at solving the problems in the management of crew in China and puts forwards some suitable and reasonable suggestions in order to improve the efficiency of governmental management and the development of shipping business with reference to overall strategy of the reform of economic system.Beginning from the present management system of crew and the operating pattern, this thesis analyses in detail the advantages and disadvantages of the management of crew in China and provides a feasible pattern which is suitable for the present state and socialist marketing economy on the basis of the experience of the developed countries and the theories and methods of systematic science, administrative science and administrative law.This thesis is divided into four parts. The first part is the investigation of the present state in China and foreign countries. The author gives a full introduction to the pattern of management in developed countries such as America, Germany, Britain, Japan and Canada and the history, present state and development of China's management of crew with reference to many documents, materials as well as on-the-spot investigation.The second part is the analysis of the present state. This thesis gives a full and systematic analysis of the advantages and disadvantages of the management of crew in China and foreign countries, pointing out that the biggest drawback in the management of crew in China is multi-management. In order to solve the problem, it is necessary to reform the presentorganizations and carry out the pattern of unified centralized management.The third part is the analysis of the theories. The thesis explores deeply the foundation of suggested pattern from the point view of theories, law, policies and reality, etc, and comes up with the goal and the basic principles of reforming.The forth part is the suggested pattern. The thesis introduces the concept of unified management company of crew. Finally the thesis points out some questions which should be noticed in the course of the reform of crew.
