China is a great sea-freight country with a long history, having a extending coastline of more than 18000 kilometers and an administration sea area of more than 3 million sq. km. The total tonnage of merchant ship (more than 100 ton) of China has already occupied the ninth place in the world and the total case capacity of the container ship has already occupied the fourth place in the world. Nowadays, there are nearly one thousand shipping companies engaged in sea-freight in China, among which there are more than 300 shipping companies engaged in international ocean shipping。Crew is the soul of sea-freight, the fresh combatants for the development of shipping industry, and the key factor of ensuring the marine safety and preventing ships from polluting the ocean. The statistics show that there are about 280,000 crew(not including inland-water crew) in China presently. Moreover, there are more than 5000 graduates from maritime universities and colleges entering the crew team every year. With regard to so huge the crew team, it is essential to strengthen management in crew, standardize crew order and set up a perfect crew management systems.Most of current management modes of crew and relevant policies and regulations are relics of planned economy times. Some regulations and clauses can't meet the requirement of crew operation mode under the present market economy times, especially the characteristic of frequent flow and international export of labor services. Whether the authority can handle with this contradiction rising gradually from the administrator of crew being "static" and "domestic" and the crew being "dynamic" and "external", has a direct influence with macro controls and fundamental interests of ship company and crew. Though, under present conditions, the opportunity of realizing the fully socialization of crew's management and the free flow in order is still unripe. The authority has much difficulty in achieving it. But it is imperative to progressively carry out the transition from regional rigidity manage mode to the elastic marketable management and to structure a crew management mode which meets the requirement of socialist market economy and embodies the Chinese characteristics.Crew tracking management is an important tache in crew management. Its broad-definition is to carry on omni-directional tracking and control to crew, including the enrolling, registering, educating, training, issuing licence and supervising, etc.. Its narrow-definition mainly indicates to track and manage the competency state and safe record after the crew get the certificate. In generally speaking, crew tracking management means narrowly-defined. My thesis concentrates on the following questions, including the relevant department conducting the enrolling, registering, training, examining, issuing licence, managing crew's intermediary, tracking management in crew's competency state andpromoting crew labor service economy in market economy, etc, analyses the question existing in crew's management in our country, ponders crew management mode, and puts forward the idea of developing crew tracking management software and concrete content to strengthen crew tracking management with the hope of perfecting the management system of crew and the mechanism of management to make them more consistent with socialist market economic development and concerning international standards.
