Research On The Optimization Path Of My Country's Crew Management Under The Background Of "delegating Management Services"

China is a big shipping country and a large crew country since 93% of the freight in foreign trade is completed by shipping.After decades of development,China's number of maritime colleges and seafarers rank among the top in the world.Therefore,for China's crew management authorities,how to strengthen the management and service of crew is a new challenge.Currently,the crew management systems and models taken by China's maritime authorities are the products of the planned economy era.Many regulations can no longer meet the actual needs of the current market economy.In the reform of streamline administration,delegate powers and improve regulation and services,how to solve the problems existing in the crew management and handle the relationship between supervision and service directly affects the interests of the crew.Therefore,in the context of reform,it is of great significance to propose optimization suggestions and solutions for crew management through in-depth study of China's crew management model.Firstly,this paper summarizes and defines the public management and public service functions of China's crew management work.It examines the current status of crew management in China's maritime authorities from the reform perspective,and sorts out the situation of crew training,examination,and certification services.Secondly,based on the results of the five year social satisfaction survey,the opinions and suggestions of China's crew management were sorted out.The paper concluded and analyzed the following problems such as the current model of crew education and training in China was outdated;the standards for crew competency examination were too high;inadequate supervision after the incident and the backwardness of the crew's services.Finally,on the basis of analyzing and researching the management methods of advanced countries in maritime management,combined with the author's practical experience in the field of crew management,measures and suggestions were put forward in this paper to liberalize crew education and training,reform crew certification procedures,strengthen post-event supervision capabilities,strengthen "Internet +" construction,and optimize government services,etc.,and formed a strategy to further advance the crew management to promote the healthy development of our crew.
