Traditional charge mode have very great drawback at circulating link, working actual effect in power supply enterprise. As China enters WTO and the system reform of enterprise of electric power is deepened constantly, the power supply enterprise needs to seek a kind of new charge service mode urgently, facilitate the customer, and improve the service quality. In order to realize above-mentioned purpose, Dezhou Power Supply Company organizes and develops the spot price real-time receiving system based on the bank and power supply enterprise network on the basis of the existing management information system of electric power marketing. Fully utilize the advantages of more sites and wide distributing of the bank, realize the electronic network business that the bank replaces Power Supply Company to charge the electric rate. Modern computer technology, network communication technology and the network database technology are combined organically in this system. According to helping customer pay dues and the principle of being favorable to the electric rate to retrieve and manage, rely on advanced technology of software and hardware of computer, and supported by the whole design idea, the construction of the channels that power supply enterprise and bank are networked and the research and development of the spot price real-time receiving system based on the bank and power supply enterprise network are completed, safety measure is carried out, the security of the data is ensured, the dynamic, real-time, steady and mutual information of electric rate of the customer are realized, and that all customers of using the electric in Dezhou city can pay or inquire about the electric rate in any savings site of four major banks(Industrial and Commercial Bank of China, Agricultural Bank of China, China Construction Bank, Bank of China) in the whole urban conveniently, simply and swiftly is realized.I successively read a large number of domestic and international literature of this subject field, launch fieldwork many times, participate in and finish the scientific research project of the spot price real-time receiving system based on the bank and power supply enterprise network until this project is confirmed. In the course of research and development of this system, the main work that I do is: I carry on research to relevant theories and key technology that the system involves, and in the realization of the system, relevant technology and skill has been succeeded in using; I participate in and finish the demand analysis and global design of the whole system; According to theconcrete database management system, I study and design the data interface standard of this system; I participate in and finish the construction of the channels that customer service center in Dezhou Electric Power Supply Company and bank are networked; The spot price real-time receiving system based on the bank and power supply enterprise network has been designed and developed; I finish the application study of the security mechanism of this system, put forward the solution of the security problem of this system.The thesis includes total five sections. In first, this thesis introduces the subject background of the spot price real-time receiving system based on the bank and power supply enterprise network, puts forward the questions that are studied, summarizes the meaning of the subject, and describes in detail basic knowledge and relevant technology of network communication and network programming that system involves, which offers the theoretical foundation in order to realize system. And then, on the basis of customers' requirement, we put forward overall goal, creating principles, designing mentality, analyse operation principle, and work out the network structure and overall realization scheme of system software. We confirm the function that system needs to possess, analyse the business flow, and explicate the data structure of the system in detail.
