With China's open policy going on, Shanghai and the Yangtse delta area has made quite great progress in economics for the past twenty years; due to the quick development of foreign trade, marine shipping has been boosted substantially. In addition, traffic flow has increased to an obvious extend around the Yangtse area, which is also a key marine passage.Because of the increasing traffic density, the traffic condition deteriorates around the Yangtse area. In order to meet the requirement of traffic development and provide a better traffic condition for vessels, Shanghai VTS was found in 1994. Then Yangtse deep channel dredging project was carried on, which connected the marine area between Shanghai and Yangtse area. What's more, the project made it possible for huge vessels to navigate and integrated the resources of nearby ports. As the only deep channel of Shanghai port, the traffic flow on it increases year by year (about 20% per year) and the vessel becomes more and more huge, professional and modem. For the time being, there is no according standard for telling whether vessels should enter the deep-water channel or not, which results in the occupying the resources of the deep-water channel by unimportant vessels and the entry delay of those important vessels, therefore, the resources of the deep-water channel are severely wasted. It is the unreasonable entry ordering of the vessels that results in the navigation time delay of the deep-water channel.Research of this paper focuses on: 1. building a judging standard for entry ordering of the vessel by Analytic Hierarchy Process and multi-targets decision-making analyzing method. The standard will scientifically select and arrange the entry order of those vessels intending to enter the deep-water channel, excluding random selection and interference of human emotion, hence, it will boost the efficiency of vessel entering the deep-water channel. 2. resolving the time delay problem of the deep-water channel and making it possible for the safe passage of possible more vessels with possible high speed by the following three scheduling preconditions separately: the entry sequence by maximum vessels, by the minimum time redundancy of vessels, and by the vessels with possible more quantity and possible less time redundancy.
