With the absurd exploiture and utilization of natural resources for the human being, the intrinsic zoology balance was destroyed. The nature disaster occurs frequently, and the loss is increasing year by year. Considering the space-time and area., intension and the menace degree for subsistence and development of the human being, the flood disaster is the most serious. The recordation data, including the flood-disaster sort and loss, are much in the countries of the world. In china, the most of cities assembles inthe area about 100 million km~2 middle-stream and downstream of great rivers, and here is the center of politics, economy and culture. On account of the flood-control standard is low for most cities and the riverway management are not good, these cities are threatened by the flood in the flood season. Many cities are assaulted for many times.The cities need developing rapidly, and the city planning should develop accordingly. The flood-control planning is one of the city planning. The most important problem of city flood-control planning is to choose reasonable flood-control standard. If the city flood-control standard is high, the capability to control the flood is strong, but it must invest more. Contrarily, if the flood-control standard is low, the investment is little; the capability to control the flood is weak. Once the cataclysm occurs, people can not control it, and the loss of life and property is much. Generally, the city flood-control standard is selected according to the city non-agricultural population quantity by "PRC national flood-control standard GB50201-94", but the actual situation of city development fully is not considered.The choice of city flood-control standard ought to accord with the fact of society, and needs considering some factors synthetically such as politics, economy, society, environment etc.The thesis summarized predecessor's research results synthetically, researched the establishment of multi-objective and multi-layer evaluation system, the calculation of the index weights, the membership degree of schemes and the choice of fuzzy decision analysis model. Aiming at the factual situation of Jinan city, the thesis analyzed the actuality of flood-control of Jinan city. According to the principle of enhancing the flood-control standard gradually, it drawed out initially 5 schemes for choosing of the flood-control standard.
