The risk assessment produced in the marine engineering application in the late 70's of the 20th century. Until now, IMO (International Marine Organization), IACS (International Classification Society Association) as well as many countries have done research work one after another on the risk assessment. In comparison, China is very imperfect to the ships risk analysis and the risk decision-making research at present. Besides, there are still limitations to the research of ships risk assessment and the controlling research. Domestic and foreign research of ships risk mainly concentrates on the oil tanker and the warship or other ships; and the conclusion of studies mainly applies to the designing stage. Regarding the navigation risk of bulk carriers, only studies on length and age of ships are available.Based on this kind of situation, this dissertation will introduce Formal Safety Assessment to the research of bulk carriers navigation risk assessment and the decision-making, It just finds the influential factors to the bulk carrier, and finally proposed the controlling plan as proposal for shipping navigation. Through the Formal Safety Assessment, the article use fault tree analysis for hazard identification at first, then weighting fuzzy synthesis judgment for risk assessment. Risk-controlling options could be made in accordance with the actual work, so the essay could make cost-benefit assessment with Data Envelopment Analysis. Thus, we could get the economically reasonable and technologically feasible plan. The structure of the paper as follows:1. Elaborated the hazard bulk carriers may encounter when navigation and the general method for recognition, especially fault tree analysis, gray connection analysis and fault mode effect analysis. Referring to the Ministry of Communications literature and the business characteristic of bulk carriers, the paper classifies the hazard of the navigation hazards of bulk carriers.2. Both the possibility and seriousness of hazards should be taken into account when hazard-identification. For quantification the risk, mathematics methods are carried out.
