The theory frame of CCS is used in this research in order to formally evaluate the risks to ship safety which are caused by human factors/human errors during the ship management of Ro-Ro "HAIQIAO" . According to the five standard steps of FSA, the following three aspects: the longitudinal strength, the stability of loading and unloading and collision are evaluated. Within the evaluation, there are both quantitative analysis of risks of calculation of strength and stability and qualitative analysis of risks of collision. The risk restraining projects and the suggestions to decision-making which aim at the main factors of risk of ship are given through this evaluation, and some conclusions are worthy of reference to the ship management.
